and secondary education and preparation of tender documents

Project Objectives:
The global objective of the project of which this specific
contract will be part is to assist the Turkish Cypriot community in
reforming the education sector with a view to enhance human
resources development as well as to assist the creation of more and
better jobs by attracting more people into employment or
entrepreneurial activity, improving adaptability of workers and
enterprises and increasing investments in human capital.
The specific objectives of this specific contract are the design and
outline of the Human Resources Programme in relation to primary and
secondary education and the provision of support to the Contracting
Authority in the implementation of the newly designed programme.
More specifically, this includes the realisation of a scoping study,
the determination of specific steps to be undertaken and activities
to be carried out within the programme, the drafting of Terms of
Reference and special contracts (in accordance with the “Practical
Guide to Contract procedures for EC external actions” – PRAG) for
upcoming tenders, the assistance in the service tender evaluation,
the design of a grant scheme in relation to the needs found, the
preparation of the first call for proposals of this grant scheme and
its evaluation, the assistance in the implementation and evaluation
of a pilot grant scheme (pilot call for proposals), as well as the
delivery of awareness raising activities. The scoping study has to
be seen as part of the identification phase of the project cycle
leading to the definition and design of the subsequent steps listed
above.
