FINAL EVALUATION OF THE TRADE ENHANCEMENT PROGRAMME B

Project Objectives:

There are three major objectives for the proposed assignment:

1) To review and assess the set of programme documents, in particular the Specific Financing Agreement with the Matrix of conditionalities as its annex 1.

- To identify key lessons learned, focussing on implementation issues and the way they affect the impact of planned actions against their objectives;

- To analyse the complementarity of the TEP B programme with the two other EC Trade Facilitation programmes TEP A and TEP C as well as the other main international donors programmes.

- To formulate operational recommendations for the main beneficiaries, based on these assessments, aimed at improving sustainability, impact and visibility;

2) To assess the direct and indirect impact of conditionalities on trade facilitation in Egypt through a multivariate analysis taking into consideration other programmes and especially TEP A and TEP C.:

- To analyze in detail each of the conditionalities and the way they were implemented and documented.

- To make a comparison of the situation before implementation and after implementation of the different measures contained in the conditionalities

- To assess the direct or indirect impact of each of the implemented measures towards the different beneficiaries.

3) To formulate operational recommendations for the European Commission for future actions in the same field.
