Support to Ministry of Economy,
Labour and Entrepreneurship
in the Implementation of the SME Pilot Grant Scheme

Project Objectives:
The global objective is preparation for EU membership in the area
of Economic and Social Cohesion, which will lead to higher levels of
economic and social development in Croatia, as well as a preparation
for an effective usage of Senior Programme Officer State Secretary

and, subsequently, Structural Funds resources. The specific
objective is the successful implementation of the Phare 2006 SME
Pilot Grant Scheme «Support to Increasing the Competitiveness and
Export of SMEs», and the enhanced programming and grant management
capacity of the beneficiaries.
Preparatory Activities
Review and
finalise the Guidelines for Applicants and all supporting
documents and procedures (SME Pilot Grant Scheme)
Awareness rising
Assistance with
preparation of national, regional and local advertising /
awareness raising
Dissemination of
information (through workshops) on the grant scheme to relevant
business centres, business incubators, business associations and
county economic development departments
Training and support
to potential applicants
Assistance to
potential SME applicants on completion of the grant applications
through cooperation with business centres, business incubators,
business associations and county economic development
departments (it is foreseen that 8 regional workshops, 1 day
each, will be needed)
Assistance to
Evaluation Committee
Assessment of
applications
Reporting on
selection procedures / selection report, consistent with PRAG
rules and regulations
Coaching of grant
managers
Support/coaching to
grant managers / PIU to deal with all aspects of grant
management, including on the spot visit and follow-up
Workshops post
evaluation
Undertake 2
regional workshops with successful applicants (two days each)
setting out all details of operating the grants, procurement
through grant schemes, reporting requirements, etc.
Undertake
counselling with unsuccessful applicants (explain mistakes and
how to improve applications in future)
Monitoring of grant
scheme implementation (individual grants)
Implementation of
PIU grant scheme monitoring procedures
Support to PIU with
ensuring adequate interim and final reports from SMEs
Follow-up of
project implementation to ensure effectives
Preparation of
necessary documents/manuals/templates
