PROVISION AND MANAGEMENT OF SOCIAL
SERVICES IN THE SUGAR BELT

Project Objectives:
The main objective of this consultancy is to ensure that
communities in the sugar belt continue to enjoy access to quality
social services into the future. In achieving this objective, the
status and future conditions of the workforce should be kept in
central consideration. At the same time, the financial participation
of the sugar companies in the provision of these social services
should as much as possible be kept to a minimum, with the objective
to complete relief into the future. The achievement of this outcome
would allow the achievement of the key objectives of the NAS which
is to ensure that no organ will be negatively affected by the reform
of the EU sugar regime. At the same time, the beneficiaries of the
present system would be cushioned from being worse off as a result
of companies restructuring the provision and access to the social
services owing to the need to rationalise their activities. At the
end, the Government – through local structures – would be empowered
to take over such services.
Specific objectives:
The achievement of the broad objectives would be by means of
1. Develop a programme for the implementation of a proposed
model/strategy , which aims to the following specific objectives:
a) provide a means
for the relief of sugar companies from the continued provision
of social services in the sugar estates;
b) assist the
Government in establishing the appropriate structures for the
future management of the industrial towns and the provision of
the social services;
c) propose
alternative models and options for the management of the
existing social services in the sugar belt;
d) ensure continued
access to social services for workers and their families,
including access for retrenched workers and their dependents;
e) propose a viable
transition mechanism from the private entities to the public or
other entities, including the statutory and policy requirements
to allow such smooth transition
2. Research on the possibilities and modalities for EC and other
fundings of the proposed models.
